Mateus is the Greater Spirit of Law. Also named the Corrupt Empress, she is known for putting the law well above morality, and any in leadership and command are infallible in her ideals. She is fond of pure humans above all others, most likely due to their place as original species(least of which the same form as herself). She will pact only with law-enforcers and leaders, or any that know their place in society, and will only come when summoned if it is to quell lawbreakers.
